Preview of BC Building Code Changes taking effect in Fall 2012 - Update
This news flash is updated to reflect new information received at the April 7 joint Technical Meeting.
Last Fall the Housing and Construction Standards branch has announced a public review of proposed changes to the BC Building Code that include changes to window and door installation. At the January 6 2011 Technical Meeting Murray Frank of Constructive Home Solutions described what is known so far about the coming changes:

The 2012 BC Building Code is expected to be published in the Spring of 2012 and to take effect October 2012. There will be a final public review period in the Summer or Fall of 2011.

The new code will introduce much more stringent insulation and air tightness requirements. All new homes will be subject to a door fan test for air tightness. About half the air leakage in a new home is attributed to windows and window installation.

More homes will be built with insulation outside the sheathing and this could affect window and door installation and anchoring methods and may require changes to the way jamb liners are installed in some regions.

Part 9 will have new seismic design and shear wall requirements that could limit the size and placement of windows and doors in new home designs.

For window and door installation, code requirements for a "second plane of protection" (rod and caulk the perimeter of the window or door at the interior surface) and clearance for drainage in the gap between the frame and the rough opening will discourage the use of foam insulation around the window or door perimeter.
Several additional items that may or may not be added to the code include:
The 2012 code is just one step in the government's goal to require new homes to consume no more energy than they can produce by 2020 ("net-zero energy" homes). The next two codes, in 2015 and 2020, are expected contain significantly more aggressive energy management provisions than we have seen to date. |

ENERGY STAR to Upgrade Requirements for 2014
At meetings associated with the Windoor trade show in Toronto on November 16-18, Steve Hopwood of Natural Resources Canada announced that the Canadian ENERGY STAR program would be introducing significant changes to ENERGY STAR program for windows and doors to take effect in early 2014. Industry consultations are to begin in the summer of 2011. In addition to more stringent performance requirements, there may be attempts to simplify some aspects of the program, such as reducing the number of zones.

Public Review of 2011 National Energy Code for Buildings - ends Nov. 26, 2010
Canada will publish a National Energy Code for Buildings in 2011, and the Canadian Commission on Building and Fire Codes invites the public to review and comment on the proposed document. This national public review takes place from October 4 to November 26, 2010. Energy efficiency requirements for NBC Part 9, Housing and Small Buildings, are also being developed and are expected to be released as interim changes to the National Building Code of Canada in 2012.

Field Water Testing - Lessons Learned
It isn’t all that unusual for people to find themselves standing at the jobsite scratching their heads wondering "How did I get myself in this position? Perhaps you have been there? You know, when you find yourself "discussing" the details of the field testing protocol that is about to take place. Questions like "What field test method was specified?" or "When was the product installed?" or "What field performance was specified?" These are just a few of the questions that often come up with regard to field testing.

Founding and Retiring Directors Honored at 2009 AGM
The 2009 Annual General Meeting took place at the Executive Inn (Coquitlam) on October 29. The meeting was well attended and preceded the Technical Meeting which followed immediately afterwards.
The association's founding members were honoured at this meeting for having the foresight to establish the WDMA-BC in 1988. Two of the founding members, Vic Hiebert [photo] and Maxwell Taylor [photo] were able to attend in person and received decorative glass commemorative plaques from the outgoing president, Al Jaugelis.
This year the association also began a new tradition, honouring departing board members with decorative glass tokens of appreciation for their volunteer service to the association. Two of the retiring members were present to receive the honours, Donna Lucas [photo] and David Bruce [photo]. |

BC Energy Regulation
BC Energy Regulation coming Jan. 1 2009
New energy efficiency requirements that affect all windows, doors and skylights sold in BC are coming, beginning Jan. 1 2009. The changes are outlined in the BC Energy Efficiency Standards Regulation as amended on July 8, 2008.
We will post a summary of the requirements and how they affect our industry soon. In the meantime you can read the legislation on the web at:
